In 2007 Jersey’s Council of Ministers agreed to establish a Skills Executive, comprising the Ministers and Chief Officers for Social Security, Education, Sport and Culture and Economic Development. An employer-led Skills Board was subsequently formed in October 2008 under the Chairmanship of Richard Plaster (Commercial & HR Director, Jersey Electricity plc). The Skills Executive and Skills Board are collectively referred to as ‘Skills Jersey.’
The Skills Executive’s purpose is to provide the Skills Board with political leadership and strategic direction; thus determining its policy priorities. The Skills Board is charged with co-ordinating the work of the three government departments which develop policy and strategy for enhancing the skills of Jersey’s current and future workforce.
The work of the Skills Board is guided by four key objectives which seek to ensure that:
Full employment and the future diversification and development of the economy are supported by the development of skills from within the residential population;
Employment and skills needs of organisations are met, as far as possible, from the resident population;
All individuals have opportunities to maximise their occupational potential and life skills; and
The development of skills enables organisations to maximise their productivity and sustainability
Skills Jersey therefore has a significant role to play in achieving the States of Jersey’s vision for “a highly skilled and motivated workforce,†as identified in the Strategic Plan 2012.
“By developing the skills that the local economy requires, we not only provide opportunities and employment for local people and enable them to fulfil their potential; we also provide a future for our young people and the foundations for future economic growth.â€
